根據(jù)有關(guān)計劃安排，我****公司安嘎特供水5號隧洞設(shè)計建造項目 IPO壩區(qū)460伏三相電采購 進(jìn)行競爭性談判采購。本項目已具備采購條件，現(xiàn)邀請各單位參加本項目報價。
1. Procurement Conditions
In accordance with the relevant planning arrangements, our company is conducting a competitive negotiation procurement for the IPO Dam 460V Powersupply Upgrading Works at the Inlet of Design and Build of the Angat Water Transmission Improvement Project (Tunnel 5), Philippines. The procurement conditions for this project have been established, and we now invite your company to participate in submitting a quotation for this project.
2. 采購范圍
****公司安嘎特供水5號隧洞設(shè)計建造項目- IPO壩區(qū)460伏三相電采購。采購范圍如下：
2.Procurement Scope
The design and construction project of the Angat Water Supply Tunnel 5 by the Philippine national company - the IPO Dam 460V Powersupply Upgrading Works at the Inlet. The engineering quantity is as follows:
為IPO壩區(qū)提供460伏三相電供貨及安裝，確保電力供應(yīng)的穩(wěn)定性、安全性和持續(xù)性，整個供電系統(tǒng)需滿足相關(guān)技術(shù)標(biāo)準(zhǔn)和安全規(guī)定。初步計劃的設(shè)備清單和文件要求清單如下：
Provide 460V three-phase power supply and installation services for the IPO dam area, ensuring the stability, safety, and continuity of the power supply. The entire power supply system must meet relevant technical standards and safety regulations. The preliminary Equipment List and Documents Submission List are as follows:

The precise quantity depends on the site situation.
報價人資格要求（以下條件需同時具備） ：
1) 資質(zhì)條件：具有合法有效的營業(yè)執(zhí)照，且經(jīng)營范圍包括電力服務(wù)；具備相關(guān)電力工程或服務(wù)的許可證書。
2) 信譽要求：未****集團(tuán)有限公司限制投標(biāo)的專業(yè)范圍及期限內(nèi)、未處于菲律賓安嘎特供水5號隧洞設(shè)計建造項目業(yè)主黑名單內(nèi)；
3) 質(zhì)量要求：提供產(chǎn)品質(zhì)量證書、產(chǎn)品使用說明書等，并按后續(xù)合同要求提供質(zhì)保期；
4) 財務(wù)要求：財務(wù)信譽良好，近3年無虧損，提供近期財務(wù)報表以供審查；
5) 業(yè)績要求：提交最近3年內(nèi)進(jìn)行過相似電力升級業(yè)務(wù)的證明材料，包括客戶的聯(lián)系人和電話號碼。
Bidder Qualification Requirements (All Conditions Must Be Met):
1) Qualification Requirements: Holds a valid business license with a scope of business that includes power services; possesses relevant licenses for power engineering or services.
2) Reputation Requirement: The bidder should not be within the restricted bidding scope and period of China Communications Construction Group Ltd. and should not be on the blacklist of the owner of the Angat Water Supply Tunnel No. 5 Design and Construction Project in the Philippines.
3) Quality Requirement：Provide product quality certificates, product user manuals, and other relevant documents, and offer a warranty period as required by the subsequent contract.
4) Financial requirements: Financially sound with no losses in the past three years; provide recent financial statements for review;
5) Performance Requirements: Submit proof of similar power upgrade projects undertaken within the last 3 years, including contact persons and phone numbers for the clients.

This procurement will determine suppliers through invitation and solicitation.

4. Acquisition of procurement documents
The issuance time of procurement documents shall be based on the project release time. The procurement documents will be sent to the email provided by the supplier.
