****受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)，于2024-01-11在中國(guó)國(guó)際招標(biāo)網(wǎng)發(fā)布變更公告。本次招標(biāo)采用電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。
1、招標(biāo)條件
項(xiàng)目概況:****“兩化”搬遷改造項(xiàng)目-12萬(wàn)噸/年糊樹脂裝置項(xiàng)目，需采購(gòu)糊樹脂裝置中研磨機(jī)8臺(tái)。
資金到位或資金來(lái)源落實(shí)情況:自籌資金，資金來(lái)源已落實(shí)。
項(xiàng)目已具備招標(biāo)條件的說(shuō)明:已具備。

3、投標(biāo)人資格要求
投標(biāo)人應(yīng)具備的資格或業(yè)績(jī):（1）投標(biāo)人是響應(yīng)招標(biāo)、已在招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件并參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。任何未在招標(biāo)機(jī)構(gòu)處領(lǐng)購(gòu)招標(biāo)文件的法人均不得參加投標(biāo)。
The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
（2）凡是來(lái)自中華人民**國(guó)或是與中華人民**國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)（以下簡(jiǎn)稱“合格來(lái)源國(guó)/地區(qū)”）的法人均可投標(biāo)。
This Invitation for Bids is open to all legal persons or other organizations within the People’s Republic of China (hereinafter abb. as “PRC”) or from all countries/areas which have regular trade relations with PRC (hereinafter called “the eligible source countries/areas”).
（3）與招標(biāo)人存在利害關(guān)系可能影響招標(biāo)公正性的法人不得參加投標(biāo)。
Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
（4）接受委托參與項(xiàng)目前期咨詢和招標(biāo)文件編制的法人不得參加受托項(xiàng)目的投標(biāo)，也不得為該項(xiàng)目的投標(biāo)人編制投標(biāo)文件或者提供咨詢。
Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
（5）單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一招標(biāo)項(xiàng)目包投標(biāo)，共同組成聯(lián)合體投標(biāo)的除外。
Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package. except for the case to form a Joint Venture to bid.
（6）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才能參加投標(biāo)。
The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
（7）投標(biāo)人應(yīng)當(dāng)于招標(biāo)文件載明的投標(biāo)截止時(shí)間前在中國(guó)國(guó)際招標(biāo)網(wǎng)（網(wǎng)址：http://www.****.com）成功注冊(cè)。否則投標(biāo)人將不能進(jìn)入招標(biāo)程序，由此產(chǎn)生的后果由其自行承擔(dān)。
Bidders should successfully complete the registration on http://www.****.com (hereinafter abb. as “the Website”) prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
（8）投標(biāo)人必須是專業(yè)的設(shè)備制造商，須提供“制造商資格聲明”（格式見(jiàn)第一冊(cè)第四章格式IV-9-2）。中國(guó)境內(nèi)投標(biāo)人須提供的營(yíng)業(yè)執(zhí)照副本復(fù)印件；****公司須提供注冊(cè)證明文件復(fù)印件。（掃描件需加蓋投標(biāo)人公章，國(guó)外的投標(biāo)人只需被授權(quán)人簽字）；
The Bidder shall be professional equipment manufacturer. “Manufacturer Qualification Statement” shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I). Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad.（sealing with company stamp for domestic bidders, while only signing for bidders abroad）
（9）投標(biāo)人2013年1月1日****工廠的單臺(tái)能力在2.25t/h及以上(干糊樹脂)研磨機(jī)的有效的供貨業(yè)績(jī)，至少5臺(tái)。
The bidder must have the experience of at least 5 sets of Grinder (with a single processing capacity of 2.25t/h or above) within the scope of Paste Resin Plants in China since January 1, 2013.
有效業(yè)績(jī)的認(rèn)定條件為：The successful experience shall be identified upon:
提供投標(biāo)人業(yè)績(jī)清單（格式見(jiàn)第六章附表1），并附合同等證明材料。證明材料須加蓋投標(biāo)人公章（如為國(guó)外投標(biāo)人只需被授權(quán)人簽字）。業(yè)績(jī)清單包括用戶名稱、購(gòu)置時(shí)間、設(shè)備型號(hào)、設(shè)計(jì)產(chǎn)能、應(yīng)用產(chǎn)品等信息，合同掃描件須體現(xiàn)合同蓋章頁(yè)、采購(gòu)數(shù)量、單臺(tái)能力、合同簽訂日期等信息，日期以合同簽訂日期為準(zhǔn) 。
The experiences list of Grinder successfully operated (the format as per Attached Table 1 of Section Six for the format of performance list), together with the certifying and supporting documents, such as copy of contract. The supporting documents shall be stamped with the official seal of the bidder, while the signature of authorized person is acceptable for the foreign bidder. The experiences list shall include the user name, purchase time, design capacity, applied products, etc. The scaned copy of contract shall include seal page, procurement quantity, unit capacity, contract signing date, etc. The effective experience recognitiondate shall be based on the contract signing date.
（10）投標(biāo)人須提供承諾書，承諾書中需明示：其提供的投標(biāo)材料真實(shí)有效，如在由招標(biāo)人組織的考察活動(dòng)中發(fā)現(xiàn)投標(biāo)材料與實(shí)際情況不符，自愿接受招標(biāo)人提出的整改條件，同意其投標(biāo)被否決，或其簽約后的合同被廢除等情況。
The bidder must provide a letter of commitment, which shall clearly indicate that the bid materials provided are true and effective. If the bid materials are found to be inconsistent with the actual situation in the inspection activities organized by the tenderee, the bidder is willing to accept the rectification conditions proposed by the tenderee, agrees that its bid is rejected, or revoke the contract after signing, etc.
（11）****銀行資信，企業(yè)財(cái)務(wù)狀況良好，具備履約能力，無(wú)不良經(jīng)營(yíng)行為。投標(biāo)人須提供投標(biāo)****銀行所****銀行資信證明、****事務(wù)所審計(jì)的2022年度財(cái)務(wù)審計(jì)報(bào)告復(fù)印件。投標(biāo)人為中華人民**國(guó)以內(nèi)企業(yè)的（不含港澳臺(tái)地區(qū)，下同），復(fù)印件需加蓋公章的；國(guó)外的（含港澳臺(tái)地區(qū)，下同）只需被授權(quán)人簽字。
The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates issued by the bank where his basic account is open, and the copy of Annual Audit of 2022 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
（12）投標(biāo)的投標(biāo)代表須提供法定代表人授權(quán)書（格式見(jiàn)招標(biāo)文件第一冊(cè)第四章，格式IV-8）、法定代表人身份證明書及被授權(quán)人的身份證明（身份證）；如負(fù)責(zé)本****公司的法定代表人，****公司法定代表人身份證明書和該法定代表人的身份證明（身份證）。
Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company’s legal representative, the qualified company’s legal representative certificated and his Identification Card shall be provided.
